1. Does quotacheck have to be run at reboot or can it be run on a live system
(e.g. from crontab)?
2. If quotacheck is skipped, does "quotaon" still work properly?

Quotaon will still turn on quotas, but if the quota files are inaccurate (as they will be if quotacheck has not been run, or was run on a live filesystem) the actual quotas enforced will be somewhat erratic.
