Does anyone know where I could get tpic or for that matter any
of the pic programs?

If you're referring to Brian Kernighan's "pic" preprocessor
for "troff", it is licensed by AT&T as part of the Documenter's
WorkBench software package. A "cip" program for interactively
creating "pic" input on a DMD is available in AT&T's DMD Text
and Graphics package. A "grap" program for making graphs with
the aid of "pic" is provided in Release 2.0 and later of the
Documenter's WorkBench.
