Congress is again mucking with the daylight savings time issue. H.R.435,
"The Uniform Poll Closing Act", has passed the House of Representatives and is
likely to pass the Senate. This will extend daylight savings time for two
weeks in the Pacific Time Zone in presidential election years only.
To be able to keep up with this and to have internationalization
capabilities, daylight savings time conversion dates MUST BE CONFIGURABLE.
It appears that in the matter of daylight savings time, no one can second
guess a government.
Anything that uses the unix ctime library routine is going to be in
trouble, as the table used for daylight savings time conversions is a structure
that is compiled in with the numbers hardcoded.
Is making this configurable an SVID compliance issue? Is there anything
else that is affected? How is AT&T handling this?
