An internal investigative commision at Cornell University says that Robert Morris Jr., working alone, created and spread the worm computer program that infected computers nationwide last November. The act was termed "a juvenile act that ignored the clear potential consequences". The commision rejected arguments that an intended benefit of the work was a heightened public awareness of computer security and concluded that one estimate that the worm caused about $96 million in damage was grossly exaggerated andd self serving.
