[net.news.newsite] Name change: ncr-tp to become ncr-sd

Site "ncr-tp" will be changing its name to "ncr-sd" to reflect our
role as the San Diego area gateway for NCR computers.  This change
will become effective about the first of August.  Hopefully, our
mail connections will be able to handle anything with the old name
and forward it to us.
