We are looking for Financial Management Software for the Wisconsin State Laboratory of Hygiene, the state public health laboratory. We are currently running 4.3 BSD Unix on a VAX-11/750. This software is needed to replace locally developed systems that run on a Univac 1100 which will be shut down on 7/1/88. We need the following items: 1. A General Ledger Accounting system which can support multiple cost/profit centers (about 150 units) which are grouped into about 20 areas. The GL system should have the ability to produce summaries and balance sheets for for the entire operation, for an area, or for a unit on demand. The entire system should run on an accrual basis. 2. A stockroom inventory control system. This system should allow users to enter orders and stockroom personnel to generate lists of items to deliver. The system should generate lists of items to order when quantities on hand get low. The system must be able to generate bills for the units (about 150) ordering items. The billing must be able to separate out charges by unit and category of item (about 20 categories). The Inventory system should also be able to generate billing information in a form that can be fed into the GL system in item 1 above. 3. Capital equipment (Fixed Asset) accounting. This system should provide for both inventory of equipment and for tracking of depreciation. Depreciation expenses should be fed into the GL system in item 1 above. The following item is of interest, but is not considered essential because a version already runs on our VAX. We would like to replace the existing one with something better which is compatible with the GL system listed above. 4. Billing system. This is a billing system to bill doctors, medicare, and medicaid for tests performed on specimens received. The system must generate printed bills for doctors and tape bills or files that can be translated into tape bills for medicare and medicaid. An essential item is that it must be possible to back a charge out of one place (a doctor's account) and post it to a new place (such as medicaid). The system should also be able to generate a statement of revenues attributable to each unit so that they may be fed into the GL system in item 1 above. This system should also provide for proper aging of accounts. We are willing to pay for suitable software and would be happy to hear from commercial vendors. Systems based on a relational database are preferred, but not required. We would expect to purchase any database system that is required. 3. We would like to be able to get source code but will not insist.
