[comp.sources.wanted] Sort program for data files wanted

We are looking for a sort program ( possibly in C ) capable of 
sorting data files ( e.g. COBOL files ) with packed or binary
fields, for use with record of fixed length ( record length
option required ).

Capability of reformatting output records (column / field
transposition ) should be appreciated.
