I am interested in any programs, public domain or commercial, which given a list of parameters, will calculate the best possible delivery route. I am posting this message for a friend and am not familiar with his application. He is willing to consider anything remotely associated with routing applications, but will require sources as extensive modifications are expected. Thanks in advance.

I don't know if such software is commercially available, but if not, an interesting starting point to develop such software internally is to consider pathalias and related mail-routing programs. These programs have a routing "cost" parameter, in addition to being able to maintain a database of "delivery companies" (i.e., the map files). Obviously, the sources are readily available at no cost.
