What you found in the archive here, Bill, was smail 2.5.

Smail 3.1 is in alpha test. Once it is deemed stable enough it
will be released for beta testing as smail 3.2.

Smail 3.1 can be used as a wholesale replacement for sendmail.
It has full TCP/IP SMTP support and can also speak "uusmtp".
It doesn't have the configurability of sendmail, but it's also
infinitely easier to maintain.

I represent myself, a satisfied alpha tester. I do not speak for
the authors of smail 3.1, who are on vacation last I heard and
would certainly shudder to read this simplistic explanation.
