[comp.sources.wanted] Mail label program needed

I am in need of a label program(preferably public domain) and written in C.
This program should be capable of handling multiple groups within the
the file and manipulate each group with switches. For example, a valid  
request would instruct the program to print all labels in group 1 that 
are in category N.

Thanks in advance for any software which closely meets these
specifications.
