If you want a PD "IMSL" in the generic sense of a scientific subroutine library you might try SLATEC from the National Energy Software Center. If you sign up for a "subscription" from these guys you can order two packages, e.g. SLATEC and the DOE-MACSYMA symbolic algebra system.
