I am attempting to construct a applications level device handler package
for mice that will be a layer above the device drivers/operating systems.
I would greatly appreciate source code for mouse device drivers and
any other helpful advise.

I've got a device driver for a microsoft bus mouse
under Microport Unix, and some user level code that handles serial mice,
so give me a yell if you're interested.
