When I was a student at Caltech, we used a program called (most creatively) cifplot, which would plot CIF to several different plotters. At the time, the 7475 didn't exist, but several of the plotters were HPGL, so it presumably would work. My recollection was that it was locally written, not bought. I don't know anyone to contact, but someone in the CS/IC Design group should know of it.
