Is there a public domain C++ compiler available?

...For that matter, is a (replacement) c compiler available?
with all the libraries, etc?

If you haven't gathered by now from my previous posts, I have a
slightly brain damaged computer from the paleolithic era (~1981),
and I am slowly trying to bring it up to a more modern standard.

I have a Momentum Hawk 32 running Unix version 7 circa 1981.
I may move shortly to System III, presuming I can get it to
work.
