I'll probably get some arguments about this one, but my vote for regional cookery for NYC is bagels and lox. I know of few places outside the NY metro area that can make a decent bagel and still fewer that believe that a bagel without lox is like a day without sunshine. And to further emphasize this point I have a little joke. A Texan family goes to NY. They go out for breakfast one morning and order bagels and lox because they've heard so much about this delicacy. The waiter brings the bagels and lox and the family sets to eating them with great relish. After a little while Daddy Texan calls over the waiter and says(in a Texan accent) "We really like this here food in NY, but could you please tell which are the bagels and which are the lox??" I agree with Sharon's description of the wonderful bagels and lox found in NYC, however, one can find even BETTER bagels in Montreal.
