[comp.sources.wanted] Access and decipher Naval Observatory time

I recently (within last 2 months) read an article that contained code for
dialing up the Naval Observatory clock and using it to synchronize the
system clock for Unix. 

I cannot recall who posted it or to what group it was posted but would
appreciate any references (or the code) if anyone knows where I can find
it.  Archive servers would be fine if you know where the program is.

As I recall it was very short and involved dialing a number that printed
the time (in some format) every second.
