The README.FTP file says
This is the Convex Users Group Library. Access is strictly limited to
members of the Users Group. The files are stored as compressed tar
format files. There is a copy of the uncompress program that you may
binary ftp to uncompress the files if you do not have it on your system.
I do not know what it takes to be a member of the Convex Users Group.
You may or may not have legal access too these files.
