Could you be a bit more specific about what you're looking for? Do you want something that behaves the same way as more or less but runs in its own window? What's wrong with "xterm -e more" in that case? Or are you asking for a file viewer that lets you use the mouse to view, with scroll bars etc? If the latter, it is absolutely trivial to write a wrapper around the Athena Widget set Text widget to make it display a file.
