There is no tfmtogf or viceversa programs; the .tfm has metric
information, the .gf has bitmap information.  They are usually used
together and generated from the same source, frequently a .mf file.
Most sites use the .pk (compressed) format instead of the .gf files.
gftopk and pktogf are available on labrea.stanford.edu and other sites
that distribute TeX or METAFONT.
