[comp.sources.wanted] HDB UUCP and USER ACCOUNTS management

I'm curious to see if there are any C programs out there in the
networld that have been developed to handle and manage user accounts.

In particular I would be interested in seeing a program that would
handle the HDB UUCP accounts, which includes the PERMISSIONS file
entries as well.
