How about one that does the REVERSE?

It should handle shar, uuencode and xxencode. It should also recombine
all the parts of a multi-part submission in the correct order regardless
of the order the files are saved in. It should support files saved from
mail programs and news readers. It can (and must if I want it to) stop
at this point, or it can go on if it knows what to do to what it has so
far (e.g. tar, tar.Z, arc, zoo, zip, etc).

I would want the recombine to favor using process space as much as possible
instead of temporary file space. Others might prefer the temporary file
space, and of course there might be limits on either. User options should
allow some control.

A version in C would be preferred, but PERL would be fine.

There are several tools of this sort in the alt.sources archive, although I'm
not sure if any of them do *everything* you mentioned. The relevant lines
from the alt.sources index on wuarchive.wustl.edu seem to be:

alt.sources 1442 uumerge.perl - merge and uudecode split uuencoded files
alt.sources 1444 uumerge Patch 1
alt.sources 1565 Re: uumerge.pl
alt.sources 1568 Re: uumerge.pl
alt.sources 1570 Re: uumerge.pl
alt.sources 1577 Re: uumerge.pl
alt.sources 1596 Re: uumerge.pl
alt.sources 2608 uuencode split/join
alt.sources 2729 uuencode/decode for the millionth time...
alt.sources 2733 uuencode/decode for the million-and-first time...
alt.sources,alt.sex.pictures.d 3190 UUD/UUE (was Re: uuencode.c request)

I'm not sure if all of those are relevant, but there's a good chance for them,
and I can't check for sure (since I can't reach wuarchive right now, and none
of the other alt.sources sites I know of off the top of my head have all of
these postings listed).
