First check to see if there's a ACM/SIGGRAPH local group (for you it's
the Los Angeles group). Each local group gets a complete copy of the
SIGGRAPH course notes every year, and they're frequently kept in a
place where the local group members have access to them. Besides many
places throughout the US, there are local groups in England, France,
Portugal and Italy.

Is it possible to form a local ACM/SIGGRAPH group? I would like to
sign the university library up so they get the course notes every year.
How would I go about doing this?

To form a local group, read the ACM SIGGRAPH newsletter Computer Graphics and then contact Lou Katz, the SIGGRAPH local groups reprentative on EC. You don't have to be a local group to get full sets of course notes. Anyone can order them in advance. Universities (and similar educational institutions) can order them at special rates. See the newsletter for details (this happens once a year, so you will need to scan back a few issues).
