I have heard rumour of the existence of a somewhat dated version of the ncar graphics package that may be classified as a public domain. I understand the updated ncar package is available for minimal cost and I intend to acquire a copy of that code for use at my site. But I also have use for code that can be redistributed without licensing fees as the lower level of an interactive scientific graphics system. When we received the first non-freely distributable version of NCAR
Graphics, we were instructed to destroy any copies of the freely
distributable one and to return a signed statement to that effect.
Not real nice...
