I have a DEC VAXstation II/GPX running DECWindows. Can this be used
to run remote (i.e. non-VMS ) X-Windows applications on another machine?
I can't find the equivalent of an "xhost +" command in VMS.

Use the Session Manager. Under the Customize menu there is a 'Security...'
option. Just put an asterick (*) in each field and you will have the
equivilent of xhost +.
