There is a process for initiating "new" news groups. At the heart of the process is a discussion in net.news.group Some newsgroups were recently deleted for allegedly being created without due process, so that process is being followed literally. The key elements are: 1) Demonstrated volume of postings in an existing group. 2) Demonstration of support by postings to net.news.group. Brian has currently kicked-off a discussion in that formum suggesting the formation of a mod.recipes group. He's even volunteered to be the moderator.
