Without the words, where would "rocky raccoon", or any other Beatle and/or Paul McCartney music be? In my opinion, "songs" should have a melody, and that melody should be carried by the vocalist. Slur of words is a big negative factor using my personal criterion. Punk rock is "music" (some of which I like) but usually are not "songs". Classical music generally aren't "songs" either. My favorite class of music is "show tunes", usually broadway-play type music rather than movie music. In this class of music, the music are definitely "songs", and are part of the play's story. Well, with most rock singing being a modified scream, it's hard to get intelligible lyrics and maintain that overly-emotive quality.
