If anyone can point me to the _source_ to sccstorcs, please email.  It
isn't amoung all the RCS sources which I have scoffed up.

I don't know where sccstorcs can be found, but one group within Data
General found a bug in it:  if you use the sccs command rmdel to
delete a delta, it appears that the delta is not actually removed from
the s. file, but just marked so it is never used.  The sccstorcs
program does not handle that case.
