Thanks to all who wrote with suggestions. I got the problem fixed. The problem was mostly my fault. We recently upgraded from ULTRIX V1.2 to V3.0. The v3.0 fsck ("fsck -p") checks to see if the disk had been unmounted, if so it doesn't do any disk check (i.e. with /m1 mounted on /dev/rra3c, after "umount /m1", "fsck -p" says "unmounted cleanly"). The problem was that mount was complaining because I was using v1.2 fsck instead of v3.0 fsck.
