[comp.unix.questions] Reading in ^S and ^Q

I am having trouble reading in the flow control characters like
^S and ^Q.  I need to read these characters for certain C 
programs, and of course Emacs.  The stty command has not worked 
at all and I would apprecitate some input as to how I can fix this.
