MKMF is is part of SPMS that was distributed in the user-contributed
section of 4.2BSD.  From the SPMSINTRO(1P) manual page:
	The Software Project Management System is a system for the
	management of medium- to large-scale software system.  SPMS
	provides, within the UNIX environment, a number of commands which
	can greatly simplify many tasks associated with program
	development and maintenance.  SPMS does not attempt to duplicate
	existing UNIX program development tools such as MAKE or SCCS but
	instead provides a way of coordinating these tools.

The software is freely redistributable.  Find someone with a BSD source
tape and get a copy from them.
