[comp.unix.questions] how do nice and renice work?

I am familier with nice and renice and what they do, my question
is how do they do it?  In some minimal testing I have done it
does not appear to be linear (ie I can have one job running at
nice 5 and another at nice 9, and the one at 9 will get no cpu).
