How do I go about obtaining Network Information Center documents 
(ie. RFC 780: "Mail Transfer Protocol")????

I don't have ftp access  :-(

No problem. NIC runs an automated mail system that allows you to request all
available documents.
 
service@nic.ddn.mil

Use the SUBJECT field to make requests as the message body is generally
ignored. To request the document you mentioned above the Subject line should
read:

Subject: SEND RFC 780

For a help file on service@nic.ddn.mil, say:

SEND HELP
