[comp.unix.questions] Efficient long distance connection

I have a user who spends most of his time connected to a machine at
the other end of the state.  Our site is on internet (.edu domain) and
the target site is on Milnet.  He has a lot of trouble connecting to
the target site and when he can connect, the response time is terrible
(up to 10 minutes per few keypresses).

Short of an expensive dial-up line, is there any way to streamline the
telnet connection to make it more efficient.  I have logged into other
machines across the country and have never had this kind of problem.
Similarly, the systems people at the target site say that other people
connecting to their site don't have this trouble either.

My system is a Sun 3/80 running SunOS 4.1 at address
{laurel,hardy}.math.umass.edu, the target system is a Vax-11/780
running VMS (5.1?) at address natick-ilcn.army.mil.

Any help would be appreciated.
