Folks ...

I use the SunOS supplied version of refer for my doing my references on
publications, grant applications, and practically everything else for
which references are needed.  Though it saves uncounted hours of work,
it is not as good as I'd like.  Essentially, I have had to go in and
hack and re-hack the c-code and the version I use is so mangled that it
no longer resembles the original.  The problem is that each journal and
publication has their own way of requiring how references are listed,
and the only way to get refer to do all those ways is to change
internal code.  Is there a public domain (or inexpensive) version of
refer that allows much greater utility in varying how I get output
without hacking the code.
