I have a SYSV version of ARC on my 3b1. I took the existing BSD ARC, cleaned
it, sped it up, in general straightened the thing out. It can handle both
MS-DOS (12 character filenames) and UNIX (14 character filenames) format
archives. The only thing it can't do is something like:

	arc x fred.arc "*.c"

an extraction of C source files from fred.arc.

It's not perfect, but it works for me. I'll send you a copy if you're
interested.
