It is simpler to trick the system into believing that you are "joe user" than to trick it into letting you be root. There are several well-known ways to become other users. Use of this program by sysadmins to simplify their becoming root seriously compromises the security of the system as it reduces the problem of becoming "root" to the problem of becoming "joe user." Therefore, especially if you are connected to a network, think long and hard before you use this program (or any other) that allows you to just slip into root mode without a password.
