[comp.sources.d] RCS and ranlib problems

Does anyone have a public domain version of the source for a systemV version
on ranlib.  The PC Unix that I have doesn't supply a ranlib.

Also, while trying to port the RCS code, the maketime.c source uses and older
4.3BSD structure in timeb.h and the system call ftime().  Has anyone changed
the program to work with systemV calls?

Is it needed?  When we ran 7 we needed it, but we converted to V and don't.
So I wonder whether it exists, and why.

There are enough Makefile's out there that invoke ranlib to make it
handy to link a simple batch file like true to ranlib.
