[comp.sys.misc] call for discussion: comp.newgroups

This is a call for discussion for a new group, "comp.newgroups", which
will be a moderated forum for the orderly discussion and proposal of
new groups within the "comp.all" name space.  It will also be a
repository for newsgroup charters, information on newsgroup archives,
and other matters regarding comp groups.  

The group will be moderated in order to structure the flow
of discussion and to provide a discussion which is useful enough
for someone to want to archive.  (No one keeps news.groups for very
long.)  In the absence of other nominees, I'll handle
the initial startup procedure, work with others who are handling
new group administration, and the like.  It's my fervent hope that
the administration of the group can be shared.

I don't anticipate that any changes to the newgroup procedure as
handled by news.announce.newgroups is needed, i.e. comp.newgroups is
not going to have any special mandate or importance outside of the
ordinary voting procedure (14 day discussion, 21 day vote, 5 day
wait).  A calendar of new group proposals currently in progress
will be kept if this vote passes, published on a regular basis,
either weekly or every two weeks.

A call for votes will be held April 16 if there is sufficient
interest, with voting to end May 10 and the newgroup message
(if any) to appear May 15.  Mark your calendars :-)
