I work in a project that makes extensive use of MACH.  It's great.  It is
both minimalistic and efficient, which is of course, the Right Thing.

Unfortunately, it is not (yet) public domain or free ala Gnu.  It may be in
the future, given, say, 6 months or a year.  The problem is that the Mach
project couldn't care less about the outer fringes of the kernel, and uses
copyrighted code there, for things like file systems and device drivers.
The hope is that Gnu can supply those parts.
