[sci.electronics] Bugging Telephones

I need to find out some information on telephone bugs - the type
used for ease dropping.  My questions are rather broad, mainly
because I don't know the right ones to ask.  Any information is
helpful.

1) If someone wanted to bug their own phone, would they go through
the local phone company, or employ some type of electronic device in
the handset?

2) If a member of a police force wanted to bug a phone, would there
be some special route open to them that might not be open to the
average person?

3) If your phone is bugged, are there any clues to help you find out?
(Assuming a non-sophisticated, not-costly device.)
