Military  equipment  uses  lots   of,  reliable,   rugged  slip  ring
assemblies.  Maybe you can pick  one up  surplus.   AST Servo Systems
1-800-922-1103 has a few in their catalog, from $26 to $200.  

Usually Slip ring assemblies use multiple contacts so if one bounces,
the other(s) will still make contact.  

If  you  make  your  own,  watch  out  for friction  wearing down the
brushes.    You  might  want to  use carbon  brushes like  from a car
alternator or an electric motor.

You could also optically or transformer couple the signals and power.
