Check out the Zoran VSP (Vector Signal Processor).  It has high level
instructions  like  'fft'  and  'convolve'  as  well  as other vector
operations.  It hooks to static Data RAM and some program memory.  

Some folks use general purpose  DSP chips  like TI's  32020 or Analog
Devices ADSP2100 to do FFT's.
