Full manuscripts, not to exceed 12 pages, will be due by \f3January`15 1989\f1. The guest editors will select the papers based on the following criteria: (1) relevance in addressing above mentioned topics, (2) significance of the contribution, and (3) value of the article to the audience of IEEE Network.
