When I was little, I built a little speedometer for my mom's car using a tiny dc motor and a voltmeter. All you have to do it hook up some kind of pinwheel to the shaft of the motor and measure the voltage coming from the motor. You have to get your mom to drive at calibrated speeds first, of course. You could make a little version of this, hook it to a voltage to frequency converter, and send the signal home.
