Marc - perhaps I can shed a little light on the subject, since I have 
been working with international communication systems for the last 25 
years.
  
As you know, up until the last few years, the overseas carriers were 
governmental corporations, and even though some or most went "private" in 
the last few years, they still have the attitude that their standards are 
the only ones which can be considered.  "If it ain't made here, we don't 
want it."  This is, of course, not true for things like terminals and 
telephone switches, but it sure as heck is true for "subscriber 
equipment" such as telephones and modems.
  
As for your interface box - technically, of course, it wil work fine. 
What you would see if you were to try to get one certified is that it 
"would not pass".  Hm - I wonder why.  And "over there"there is no 
"friendly congressman" to plead your case.  The TelCo's decisions are 
FINAL.
