Does anyone make an X-10 controller which is operated by an infrared
remote control (similar to those used on TVs and VCRs)?

I am sure I have seen something like this in "Electronic Home" magazine. 
Check there, if you can find the magazine (it is a young, small publication). 
I will check my issues at home and repost if I can find anything.

While you are at it, could you post subscription information for "Electronic
Home?"  It sounds like an interesting magazine that would be of general 
interest to this group.

Regarding the original question, X-10 USA (the makers of the BSR line) had
announced plans to build an infra-red controller for the OEM market.  It
was for the OEM market only, because they did not plan to sell the transmitter,
only the receiver.  There was an article about it in a recent issue of
"Circuit Cellar Ink" which included schematics - it is just a small circuit
that is added to the some of their existing controllers.  The same 
article included an advertisement for the product, however, I called 
X-10 and was told that they had run into problems and were no longer 
planning to market it.

One of the things on my long "to do" list is to duplicate the circuit that
was published in the article and see how it works.
