[sci.electronics] IBM XT motherboard, what handles floppy data?

I have an odd problem with an IBM XT here...

The machine will give directories and chkdsk will report on the floppy a:
drive, but the drive will not step out to get sectors that are part of files.
It has a 20M hard drive, which works fine.  

Changing the floppy controller, cable, and drive does not change the problem!

So what on the motherboard deals only with floppy data?

The people who own the machine do not want to replace the entire board, if one
can tell from the symptoms which chip is very likely guilty.

I thought the DMA controller might be defective.  Clearly wrong?
