[sci.electronics] Chips for Digital Video

I'd like to experiment with creating some TV accessories.  They would require
digitized video.  I was flipping through an '88 Newark catalog and noticed that
TI makes/made a 40/50MHz video processor chip and support chips for color
operation.  I don't know what the limitations are with the complete setup.

Questions:
1)  What are the requirements for a decent picture?  Isn't the vertical res.
    ~350 lines?  What's an acceptable horiz.?  How many colors?
2)  Are there chips/chip sets available to do this job?  My girlfriend's VCR
    has a digital still frame that seems to be based on essentially what I'm
    looking for.
3)  What is the difference between DRAM and VRAM?
