What range of frequencies does the FCC actively regulate? I know they have authority to regulate "DC to daylight", but what are the max and min freq's you can use without any concern for FCC compliance? I'm actually most interested in the low end, since I'm working on a project that will require the use of an unshielded signal carrier. How does radiated power enter into the regs? The FCC has jurisdiction over radio waves, defined as "Electromagnetic waves of frequencies arbitrarily lower than 3,000 GHz, propagated in space without artificial guide." Source: 47 CFR Ch.1, section 2.1. FCC jurisdiction thus ends somewhere in the long infrared. Optical communication systems do not require FCC licencing. Safety of optical emitters is regulated by the Department of Health and Human Services.
