It's OK, if the sensitivity of the 4 W speaker is low enough (or the amp is
strong enough to drive the speaker).

I would't quarantee equally loud voice, however, since the higher impedance
and (possibly) higher sensitivity will have some effect...

But the amp will not be short-circuited, it would be the case if you put
a 3.2 Ohm speaker to a 8 Ohm output. You can at least try the speakers!
